Nc and NF stand for coarse or fine thread. lol.

those are both sae standard american threads
i dont think metric is talked about with nf or nc. i think they are just called metric and then the thread pitch for both metric and standard bolts and nuts. but metric does have fine and course threads. so maybe i have just never heard them called nc metric or nf metric. i have always just called them fien thread metirc or course thread metric bolts.

one other thing i have heard doen is to jbweld the hole shut. and then redrill and tap it after the jbweld hardens up. i did try that method once. it didnt work for me. maybe i mixed the jbweld wrong. but others have said it works.

I believe that bolt hole you're talking about is a 5/16" NC.
Also don't think there is enough "meat" left in the cover to re-thread to 3/8". :hmm:
I'd heli-coil it. :2cents:

First question which bolt hole? If it's in the cover just go get another one. If it's in the block, again depending on which hole, fix it or fortget it.

Never helicoil, keyserts give much better results.

As said above, google your questions so you might get a clue about the subject.
